Update Cum Appeal for Funds – 25.04.2021

Support for Migrant Workers and Other Lockdown-affected People in India

An Update Cum Appeal from Aman Prayas, Ranchi.

In response to the appeal signed by 4 signatories dated 06.04.2020 (during last year Covid crisis), Aman Prayas received 31.65 lakh. This was wholly spent in the following manner :

(1) Food rations for vulnerable households in Jharkhand (mainly those without ration cards, especially among dalits, adivasis and other disadvantaged groups ; and later for pregnant women requiring special nutrition) – about 6000 households. This costed 16.80 lakh.

(2) Cash support to migrant workers stranded outside the state (Rs 2,000 to 10,000 depending on the size and needs of the migrant group).  We reached out to approximately 1550 stranded low-income migrants at locations like Delhi, Varanasi, Mumbai, Surat, Jammu, and Bangalore. These cash transfer for single or group amounted to 14.85 lakh.

We worked through a network of social workers, community organisations and NREGA Sahayta Kendra. In the state of Jharkhand, districts included Chatra, Latehar, Garhwa, Ranchi, Dumka, Pakur, Sahebganj, Bokaro, Simdega & West Singhbhum. Bihar districts of Muzaffarpur & Jamui were covered too.

Later, Aman Prayas received more financial support for carrying out work with the migrant populations. This fund was utilised for migrant survey and follow-up work which included support to them for children’s education, health needs, capacity building meets and information education services.

Careful accounts have been kept and acknowledgement mail / donation receipts have been issued to the Contributors. We have tried to ensure that the bulk of the funds reached migrant workers, their families, and other poor people affected.

Clarification – Aman Prayas does not have FCRA registration and hence is eligible to receive funds from an Indian account only. NRIs (having Indian passport) can contribute, but from an Indian account. Since it is essential for us to have a list of donors (for accounts audit), we ask for PAN numbers, but the donors do not get tax exemption as Aman Prayas is not having 80G registration.

We are grateful to all those who responded to the fund raise appeal in 2020. Now in 2021 we are yet again looking for further donations, to counter the second wave of Covid & lockdown situations.

Migrants are returning back home and they require support to regain their livelihoods and rebuild their lives. The central and state governments’ relief packages and schemes need to be monitored for their implementation; the ‘demand for work’ and its immediate payments need to be ensured. Health services require para-workers support. For these ground level actions we require further support.

Emergency Appeal: 06.04.2020 – Support for Migrant Workers and Other Lockdown affected People

This Appeal with four signatories – Sakina Dhorajiwala (Researcher, LibTech India), Jean Dreze (Visiting Professor, Ranchi University); Shikha Nehra (PhD Student, Stanford University) and Sanjay Sahni (NREGA Watch, Muzaffarpur Bihar) was circulated on 6th April 2020.

Support for Migrant Workers and Other Lockdown-affected People in India

Dear friends,

You are all aware of the humanitarian crisis that is unfolding in India. Among the most affected are migrant workers who have lost their jobs and are now marooned far away from their homes, exposed to hunger and police harassment.

Many of these workers come from Bihar or Jharkhand and are connected, directly or indirectly, with campaigns and organisations such as the Right to Food Campaign, NREGA Watch and Jharkhand Janadhikar Mahasabha. Numerous distress calls have been received from them or their families.

Some of us, with the help of our friends and well-wishers, have been trying to respond to these distress calls by sending small amounts of cash (say Rs 1,000 to 5,000) to stranded migrant workers across the country. Since appeals for help continue, we would like to scale up this effort.

It is for this purpose, and also for follow-up support to families at risk of hunger in Bihar and Jharkhand, that we are inviting donations (maximum: Rs 50,000). Aman Prayas, a friendly NGO in Ranchi, (https://amanprayas.wordpress.com/) has kindly agreed to collaborate with us on this. Bank account details are given below.

BANK ACCOUNT DETAILS

Account holder:               Aman Prayas – Leadership for Social Change

Account number:           38134944151 (Current Account)

Bank:                                State Bank of India, Ashok Nagar (Ranchi), IFSC – SBIN0009010

Donations should be made from an Indian account as Aman Prayas does not have an FCRA. If you donate, kindly send a line to aman.prayas.ranchi@gmail.com. For amounts above Rs 10,000, please mention your PAN details. Careful accounts will be maintained and shared on request.

If you prefer to donate directly to stranded migrant workers, please send a line to Sakina (sakinahnd@gmail.com) – she will give you the requisite guidance and account details. Thank you for your support !

In response to the appeal signed by four signatories and dated 06.04.2020, Aman Prayas has –

Received Rs 19.4 lakh so farSpent Rs 11.2 lakh so far

The two modes of intervention:

(1) Food rations for vulnerable households in Jharkhand (mainly those without ration cards, especially among dalits, adivasis and other disadvantaged groups) – about 3000 households

(2) Cash support to migrant workers stranded outside the state (Rs 2,000 to 10,000 depending on the size and needs of the migrant group, assessed from a telephonic discussion).  We have reached out to 560 stranded low-income migrants at locations like Delhi, Varanasi, Mumbai, Surat, Jammu, and Bangalore.

Food Rations – 3000 HouseholdsCash Support – 560 Migrants

We are working through a network of trusted social workers, community organisations and NREGA Sahayta Kendra in various districts of Jharkhand and Bihar including Chatra, Latehar, Muzaffarpur, Ranchi, Pakur, Sahebganj, Bokaro & West Singhbhum.

Careful accounts and a database of recipients are being maintained, and updated every week, by a small team of committed volunteers in Ranchi. We are committed to ensuring that the bulk of the funds reach migrant workers, their families, and other poor people affected.

In the past few days, many queries have been received. To clarify, we do not have FCRA registration so we are eligible to receive funds from an Indian account only. NRIs (having Indian passport) can contribute, but from an Indian account. Since it is essential for us to have a list of donors (for accounts audit), we are asking for PAN numbers, though we can’t provide 80G certificate.

We are grateful to all those who have already responded to this appeal. Further donations are most welcome. Migrants are returning back home and they require support to regain their livelihoods and rebuild their lives. The central and state governments’ relief packages and schemes, especially NREGA and the public distribution system, also need to be monitored. For this ground level action, we require further support.
